What Makes an Emergency Transport Innovation Sustainable?

A pilot can work because exceptional people and temporary resources hold it together. This study asked what must remain true for an emergency-transport model to keep working after the pilot phase. The study showed that sustainability depends on relationships and recurrent operating capacity: drivers must remain available, dispatch must function, receiving facilities must respond, data systems need maintenance and local institutions must own the pathway. The lesson is that scale-up is a systems problem, not simply a question of adding vehicles or copying software.
