The same mobile-health platform can fit one health system and fail in another because context changes the meaning of technology, workforce roles and clinical pathways. The framework creates a matrix of questions that asks what was actually implemented, for whom, in what context and what changed along the way. It provides a structure for explaining heterogeneous implementation rather than treating context as a paragraph added after outcomes are known.
