What Makes a Health System Responsive and Resilient?

What Makes a Health System Responsive and Resilient? publication hero

Resilience is more than surviving a crisis. A responsive system must learn, finance routine care, maintain quality and adapt before the next shock arrives. Six recommendation domains emerged: learning-health-system culture, continuing professional development, capital investment, financing and pre-payment, quality improvement and action on determinants beyond the formal health system. The study turns a vague aspiration into a multidimensional implementation agenda spanning people, information, financing, infrastructure and cross-sector action.
